Russia and Ukraine are holding closed-to-public talks to evaluate mutual concessions. According to the news that Die Zeit newspaper based on sources with information on the subject, these meetings are held among high-level political advisors.
The parties are discussing the future of Crimea, as well as important issues such as avoiding attacks on energy infrastructures, prisoner exchange, resumption of the grain agreement and the return of Ukrainian children.
The talks were held in Kiev, Davos, Copenhagen, Jeddah and other cities. In addition, representatives of G7 countries and China attended these meetings.
The sources said that the two countries decided on the details of a possible peace negotiation in practice, and that Moscow and Kiev discussed the format, place and history of such a dialogue.
Sources who spoke to the Financial Times last Wednesday stated that under the mediation of Qatar, Ukraine and Russia have started negotiations again to stop attacks on each other's energy infrastructures.
According to senior Ukrainian officials, Kiev aims to return to the point almost agreed before the Ukrainian Armed Forces' attack on the Kursk oblast.
Officials stated that Moscow and Kiev have reduced the frequency of attacks on energy infrastructure in recent weeks within the framework of an agreement reached between the intelligence agencies of the two countries.
Another high-ranking Ukrainian official announced that Ukraine will continue to target oil refineries in order to increase pressure and attract Russian officials to negotiations. The official also said that apart from drone attacks, Kiev "does not have a significant trump card to force Moscow to negotiate".
According to the newspaper, Kiev and Moscow made an "unwritten agreement" in the fall of 2023 to avoid targeting mutual energy facilities.
As a result of this agreement, Russia avoided large-scale attacks on Ukraine's energy infrastructure last winter in 2022-2023.
Kremlin Spokesman Dmitriy Peskov, on the other hand, described this news of the newspaper as a "fabrication" and stated that Russia will not negotiate while the Ukrainian army is in the Kursk oblast.
